Write .buckconfig.local: the paths buck2 needs and cannot find itself, because the prelude's C shim execs its tools by absolute path and never searches PATH.

tools/configure.sh

It reads the tools from PATH (clang, ar, python3, rustc) and each Postgres major's install prefix from POSTJEVSQL_PG_<major> (for example POSTJEVSQL_PG_17=/usr/lib/postgresql/17: a directory holding bin/postgres, bin/initdb and bin/pg_config). mise run configure sets them. Override any tool with CLANG, CLANGXX, AR, PYTHON; the majors are PG_MAJORS in build/defs.bzl. The file is rewritten only when its content changes, and by rename: buck2 logs any write as a changed file and would read a half-written one as a changed config.

mise exposes a conda tool through small wrapper scripts in <prefix>/.mise-bins; the programs are in <prefix>/bin.

conda-forge's clang ships the C++ driver only under its versioned name (clang++-23), which is still the C++ driver, and its own ar beside it; mise exposes just clang on PATH, so look in the real directory.
