Times for a page. UTC on the server; a person is shown "3 days ago" with the full date in their own timezone as a tooltip.

Item	What it is
`moment(unix_ms)`	A `<time data-ago datetime="…Z">` with a UTC fallback as its text.
`moment_rfc3339(text)`	The same for an instant a source gives as text.
`SCRIPT`	The one script that rewrites them, keeps them current each minute, and sets `data-when` tooltips.
`iso_utc`, `utc_text`, `parse_utc`	The instant as text, and back.
`civil_from_days`, `days_from_civil`	The calendar (Hinnant), once.

Instants are Unix milliseconds in an i64.
