Its own workspace, as web/ is: it builds for wasm32-unknown-unknown with worker-build and has its own lockfile, so cargo test --workspace at the repository root does not touch it.

preserve_order is part of the wire contract (see whiskers-ports/Cargo.toml).

The wasm-bindgen crate and CLI must be the same version. The CLI is nix's (flake.nix, the backend shell); moving nixpkgs moves this pin with it. (web/Cargo.toml carries the same pin.)
