preserve_order is part of the wire contract here, not an accident of feature unification: the journal stores a device's entry with its keys in the order the device wrote them, and the service's JSON replies are laid out the same way on every backend. Declaring it here means a Worker built without the rest of the workspace stores the same bytes.
